With the proposed North Atlantic right whale (NARW) vessel speed rule from the National Oceanic and Atmospheric Administration (NOAA) in the final stage of review, it’s no surprise that the issue will be the top agenda item when industry leaders descend on Washington, DC for the annual three-day American Boating Congress (ABC) designed to educate and influence government officials to get aboard recreational boating’s policy agenda.
